I am being harrassed 24-7 by tenants in apartment above me. i have not been able to prove this as he immediately stops when anyone enters my apartment. i have had raleigh police here twice. he stepped into my apartment, listened for 10 seconds and said for me to call a psychiatrist. the apartment complex management has turned a blind ear because these people have been tenants for a while and i just moved in in february. i am positive that my soon-to-be exhusband is at the root of this problem. i am 71 year old female who just wants to live in peace. hah!
